New Keystone XL Pipeline Application

On May 4, 2012, the Department of State received a Presidential Permit application from TransCanada Keystone Pipeline, L.P. for the proposed Keystone XL pipeline’s border facilities. Under authority delegated by the President of the United States, and following an evaluation of the proposed Project, the Secretary of State has determined that issuing a Presidential Permit to TransCanada Keystone Pipeline, L.P. to construct, connect, operate, and maintain at the border of the United States pipeline facilities for the transport of crude oil from Canada to the United States as described in the Presidential Permit application for the proposed Project would not serve the national interest. Accordingly, the request for a Presidential Permit is denied.
